CTLGroup was retained by the Illinois Capital Development Board to evaluate the condition of the Capitol Complex Underground Parking Garage, Lot U, to provide a comprehensive condition assessment, report, and repair recommendations. Constructed in 1976, the three-story below grade complex is constructed of precast concrete. Our evaluation included document reviews and visual observations to evaluate issues related to water infiltration, and deteriorated concrete.
We reviewed waterproofing systems; double t-beams; topping slabs; support beams; columns; ramps; walls; mechanical, electrical, and plumbing (MEP) systems; and fire systems. Destructive and nondestructive testing was also used including chain drag, core removal for laboratory testing, hammer sounding, ground penetrating radar, and the creation of inspection openings.
CTLGroup recommended various structural repairs and replacement of lighting/mechanical/sprinkler systems and waterproofing membranes in a phased approach according to immediate needs and project budgeting.
