Expert Façade Safety and Inspection Program (FISP) Compliance Services
What is Façade Safety and Inspection Program (FISP) Compliance?
The Façade Inspection Safety Program (FISP), commonly known as Local Law 11, is a mandate from the New York City Department of Buildings (DOB) requiring periodic inspections of building façades over six stories tall. Introduced to address safety concerns from façade-related incidents, FISP ensures that public spaces remain free of hazards caused by falling debris or deteriorating building exteriors.
Under FISP, property owners must engage Qualified Exterior Wall Inspectors (QEWI) to evaluate façade conditions and file compliance reports every five years. The program classifies building conditions as:
- Safe: No issues present.
- Safe with a Repair and Maintenance Program (SWARMP): Repairs needed within a specified timeframe.
- Unsafe: Immediate action is required to address hazardous conditions.
Inspection Cycles
FISP operates in staggered cycles with specific deadlines:
- Cycle 9A: Buildings in Manhattan Community Districts 1–7 must file by February 21, 2024.
- Cycle 9B: Buildings in Manhattan Community Districts 8–12 and Brooklyn Districts file by February 21, 2025.
- Cycle 9C: Buildings in the Bronx, Queens, and Staten Island file by February 21, 2026.
Timely inspections and proactive maintenance are critical to meeting FISP requirements, avoiding fines, and ensuring tenant safety.
