CTLGroup President & CEO Dr. Jeffrey L. Garrett Appointed to National Construction Safety Team Advisory Committee
Jeffrey L. Garrett, Ph.D., S.E., President & CEO of CTLGroup, has been appointed to the National Construction Safety Team (NCST) Advisory Committee. This appointment demonstrates national recognition of Dr. Garrett as technical leader and expert in the construction industry. It represents a unique honor, as the Committee consists of no more than ten members at one time. According to the Charter of the Committee, members are selected based on their technical expertise and experience, established records of distinguished professional service, and their knowledge of issues affecting the National Construction Safety Teams. Committee members are appointed by the Director of the National Institute of Standards and Technology (NIST) and serve as Special Government Employees.
The Committee was established in accordance with the requirements of Section 11 of the NCST Act, signed into law October 1, 2002, which provides for the establishment of investigative teams to assess building performance and emergency response and evacuation procedures in the wake of any building failure that has resulted in substantial loss of life or that posed significant potential of substantial loss of life. The Committee advises NIST on conducting these investigations. The most significant use of the NCST Act was the NIST building and fire safety investigation of the Sept. 11, 2001, World Trade Center fire and building collapses.
Dr. Garrett specializes in the failure analysis of structures and structural components, including building structures, building structural components, communication towers, temporary scaffolding structures and moveable and stationary crane structures. His expertise extends to structural damage and condition assessments, remedial structural design, wind-induced vibration issues, structural dynamic problems, and foundation and retaining structural analysis and design issues. Dr. Garrett consults and provides legal and litigation support on cases involving structural failures, structural performance and behavior issues, and design professional standard of care issues, as well as building code and standards issues as related to structural design and construction.
Dr. Garrett earned a Ph.D. in Civil (Structural) Engineering, an M.S. in Structural Engineering and a B.A. in Architecture from Iowa State University.
